Richard Burd, FSA, MAAA

Richard Burd serves as Director of Actuarial Services at Bell Associates and offers expertise in actuarial and compliance services, health care reform modeling, insurance agent and insurance company back room specialty services, and employer assistance with healthcare reform. Prior to joining Bell Associates, Richard served as President of Contribution Health, Inc. Before Contribution, Richard enjoyed a long tenure as Executive Vice President of The Benecon Group.

Richard earned a Bachelor of Science degree in mathematics from Drexel University. He serves as a contributing speaker on the healthcare insurance platform.

Judy Griffith, Esq.

Judy Griffith serves as Compliance Director and brings more than 20 years of corporate law and healthcare compliance experience to the Bell Associates team. An expert in the Affordable Care Act and HIPAA, Judy has a proven background with state and federal laws and regulations, rate and contract filing, self funding, DOL audits, delinquent voluntary filing compliance program, and Internal Revenue Code issues relating specifically to health plans. Prior to joining Bell Associates, Judy served as Vice President of Compliance at Contribution Health, Inc. Prior to Contribution Health, Inc., Judy served as Vice President of Compliance at The Benecon Group.

Judy received a Juris Doctorate degree from Villanova University School of Law and a Bachelor of Arts degree in psychology, summa cum laude, from West Chester University.

JoAnn Gulbin

JoAnn Gulbin serves as Director of Marketing and Communications for Bell Associates. Her nearly 20 years of experience in human resources and benefits communications consulting includes work for clients such as GE, Merrill Lynch, and Citigroup. Before joining the Bell Associates team, JoAnn was a Senior Associate with Mercer, a global benefits and human resources consulting firm. Throughout her career, she has collaborated with clients to develop and implement communications strategies related to a variety of benefits and human resources issues.

JoAnn received a Bachelor of Science degree in English, with a concentration in business and technical writing, from the University of Delaware.
